Meta has a watermarking problem, and it is largely one of its own making.

In July, the company rolled out Content Seal, an invisible watermark designed to flag images produced by its new Muse generative model. The Oversight Board had asked Meta, back in March, to use its own tools to curb deceptive AI content. Meta answered. Quietly. The announcement landed as a footnote inside a broader product reveal, which tells you exactly how much internal conviction sat behind it.

The Verge's analysis makes the structural point cleanly. Content Seal is a proprietary system competing in a field where established standards already exist. Google's SynthID and the C2PA Content Credentials framework are widely deployed, cross-platform, and increasingly understood by regulators and newsrooms. Meta's choice to build a parallel track, rather than adopt the prevailing one, is a strategic decision dressed up as a technical one.

The motive is not hard to read. A closed watermarking standard keeps Meta in control of detection on its own platforms. It also creates a dependency loop: third-party tools and researchers must integrate with Meta's spec to verify Meta-generated content. Open standards dilute that leverage. They let outside parties, including competitors and watchdogs, do the verifying.

There is a labor and operational angle here, though it is secondary. Content moderation and provenance verification are increasingly automated pipelines. The engineers building those pipelines, whether at Meta, Google, or independent trust-and-safety firms, are shaping the rules of digital authenticity. The choice of standard determines who hires whom, which APIs get maintained, and which platforms become reference implementations.

For now, Meta is betting that owning the watermark buys it influence over the conversation. The risk is that the rest of the industry simply routes around it, the way the internet has routed around proprietary standards before. Content Seal may end up less a moat and more a monument to a moment when Meta could have joined the consensus and chose not to.
