Tropical Storm Dolphin batters eastern China with heavy rain, strong winds

Tropical Storm Dolphin has arrived on China's eastern coast with the standard tools of an August typhoon: heavy rain and strong winds. The forecast, though, is what separates this storm from a routine weather event. Dolphin is expected to push inland toward Hubei and Henan, two provinces that have already learned, in recent years, what slow-moving water can do to cities and farmland.
