Program Manager Contingent Workforce

We are hiring a Lead Contingent Workforce Program Manager to inherit our newly launched MSP/VMS platform (Beeline + Monument) and turn it into a fully governed, scalable program. This role sits at the intersection of vendor management, workforce planning, and risk, reporting to the Head of Talent and working closely with Finance, Legal, Accounting, and IT.

• Build a fully operational program with governance frameworks, standard operating procedures, and accountability structures.
• Manage the approved supplier network as the primary point of contact for Monument (MSP) and Beeline (VMS), owning onboarding and offboarding.
• Refine and operationalize worker classification and tenure management policies that are SOX audit-ready.
• Drive organizational adoption through communications, training, and enablement materials.
• Own the roadmap for international expansion via a centralized EOR, platform enhancements, and improved spend reportability.

Must-have: 7+ years of experience in program management, operations, or workforce management; experience managing vendor or supplier relationships; strong process development skills; proven ability to drive cross-functional alignment; exceptional communication and influencing skills.

Preferred: Experience with contingent workforce management platforms (e.g., Beeline, SAP Fieldglass, Workday) or MSP programs; familiarity with employment law, worker classification, or SOX compliance; background in HR, Talent, or People Operations; experience leading international workforce programs or EOR engagements.

Base pay range for Canadian candidates: CAN$114,000—$120,500 CAD. This role is eligible for a new hire equity grant as well as annual refresh grants. Instacart provides highly market-competitive compensation and benefits in each location.

This role is remote and only hiring in Ontario, Alberta, British Columbia, and Nova Scotia.
